Jay Gulledge, PhD

Director of Scientific Programs

Jay Gulledge is an environmental scientist and policy practitioner with more than two decades of experience bridging science and evidence-based policy across government, nonprofits, and academia. Originally trained as a systems ecologist (Ph.D., University of Alaska Fairbanks), he transitioned to policy practice driven by a commitment to advancing solutions that address complex social challenges.

At PSE Healthy Energy, he will lead scientific programs that connect energy systems, air quality, climate and public health, to support equitable, science-driven solutions.

Previously, Jay has directed large research portfolios at Oak Ridge National Laboratory, advised Congress and federal agencies while at the Center for Climate and Energy Solutions, and most recently served as Climate Change Integration Advisor at the U.S. Agency for International Development. He has testified before Congress, been featured in major media outlets, and was awarded the American Geophysical Union’s Charles S. Falkenberg Award for advancing the public understanding of Earth science.
